Question: In your manifesto you call on each “borough to review parking in non-residential, strategic shopping areas to reduce any negative impact on business”. Given that research shows that people who walk or cycle to shopping areas on average spend more than drivers, will you commit to encouraging boroughs to review cycle parking to reduce any negative impact on business?

Written response from the Mayor: I am aware of the importance of enabling people to access businesses, shops and services across the capital and I want to ensure that access is made as easy and safe as possible by all modes of transport, including for those who wish to walk and cycle. TfL’s cycle parking programme is designed to serve a wide variety of land uses in those areas of the highest demand for cycling. This includes on-street provision on the TfL Road Network to serve shops, businesses and local services. London boroughs are responsible for deciding how they allocate and prioritise their Local Implementation Plan funding to review and provide cycle parking on the roads for which they are responsible. In 2010/11, the boroughs delivered over 10,000 cycle parking spaces, including 6,000 on-street spaces. In addition, TfL has provided funding to the Biking Boroughs to increase levels of cycle parking in outer London. I have asked TfL to continue to work closely with the boroughs to emphasise the importance of appropriate provision of cycle parking at key trip origins and destinations, including on-street cycle parking in high streets and shopping areas. Furthermore, TfL has worked with the Greater London Authority to make revisions to the London Plan to increase cycle parking standards for certain developments and to make clearer the link between the quantity of cycle parking and the quality. This includes design and location through references to the London Cycling Design Standards. Boroughs, in their role as planning authorities, are obliged to follow the standards within the London plan as the statutory planning document for the capital to ensure parking as part of new developments is fit for purpose.
